Between February and June 2024, Brussels architects Helen Van de Vloet and Nathan Heindrichs, the founders of the office Specs, carried out a residency focusing on the accessibility of drinking water in the public space in Brussels. Although often seen as a matter of course in our modern, Western societies, where water is an integral part of domestic comfort, access to drinking water and its availability in the public space remains an essential issue. It even becomes problematic when approached from the angle of vulnerable or homeless populations, for whom access to drinking water is a privilege rather than a fundamental right.


Against this backdrop, Helen and Nathan carried out historical research and an iconographic survey to shed light on the state of drinking water fountains in Brussels. By compiling existing data and supplementing it with unlisted fountains, they produced a new map. The survey also led them to document the current state of the fountains, a large number of which are currently out of service, a sign of the lack of interest in and inadequate management of this infrastructure. Another noteworthy observation is the systematic closing of the fountains during the winter period, from 15 October to 15 April, to prevent the pipes from freezing by cutting off access to them for several months.

At the same time, historical research into the evolution of these fountains shows that in the past they were real hubs of urban life, serving at once as watering places, meeting places and social spaces. Over time, they have (too) often been reduced to the level of heritage objects or have been turned into recreational facilities, gradually losing their original purpose. Nowadays, modern fountains have become purely functional and increasingly similar, blending in with street furniture and losing both visibility and importance.

During their residency, Helen and Nathan worked on a project that seeks to reconsider the public fountain in order to meet contemporary needs. In collaboration with the Brussels authorities, they imagined a fountain that would be accessible all year round thanks to the integration of adequate technology to prevent the risk of frost. The fountain is no longer just a simple tap; it is accompanied by a massive sculpted block of stone from a quarry in Wallonia that supplies Brussels with its water, giving the block multiple uses, serving as a seat, a place to meet and play, or even as a changing table. Helen and Nathan also considered a water recovery and infiltration system, in line with environmental strategies. However, despite months of open dialogue with the Brussels authorities and a clear interest in the project, no concrete decision has yet been taken to implement it.

Entre février et juin 2024, les architectes bruxellois Helen Van de Vloet et Nathan Heindrichs, fondateurs du bureau Specs, ont mené une résidence axée sur l'accessibilité à l'eau potable dans l'espace public à Bruxelles. Bien que souvent considérée comme une évidence dans nos sociétés occidentales modernes, où l'eau fait partie intégrante du confort domestique, l'accès à l'eau potable et sa disponibilité dans l'espace public restent une question essentielle. Il devient même problématique lorsqu'on l'aborde sous l'angle des populations vulnérables ou sans domicile fixe, pour lesquelles l'accès à l'eau potable est un privilège plutôt qu'un droit fondamental.

Dans ce contexte, Helen et Nathan ont mené des recherches historiques et une enquête iconographique afin de faire la lumière sur l'état des fontaines d'eau potable à Bruxelles. En compilant les données existantes et en les complétant par des fontaines non répertoriées, ils ont produit une nouvelle carte. L'enquête les a également amenés à documenter l'état actuel des fontaines, dont un grand nombre sont actuellement hors service, signe du désintérêt et de la mauvaise gestion de cette infrastructure. Une autre observation notable est la fermeture systématique des fontaines pendant la période hivernale, du 15 octobre au 15 avril, afin d'éviter le gel des canalisations en coupant l'accès à celles-ci pendant plusieurs mois.

Parallèlement, les recherches historiques sur l'évolution de ces fontaines montrent qu'elles étaient autrefois de véritables centres de la vie urbaine, servant à la fois de points d'eau, de lieux de rencontre et d'espaces sociaux. Au fil du temps, elles ont (trop) souvent été réduites à des objets patrimoniaux ou transformées en installations récréatives, perdant progressivement leur fonction initiale. Aujourd'hui, les fontaines modernes sont devenues purement fonctionnelles et de plus en plus similaires, se fondant dans le mobilier urbain et perdant à la fois en visibilité et en importance.

Au cours de leur résidence, Helen et Nathan ont travaillé sur un projet qui vise à repenser la fontaine publique afin de répondre aux besoins contemporains. En collaboration avec les autorités bruxelloises, ils ont imaginé une fontaine accessible toute l'année grâce à l'intégration d'une technologie adéquate pour prévenir les risques de gel. La fontaine n'est plus un simple robinet, elle est accompagnée d'un imposant bloc de pierre sculpté provenant d'une carrière wallonne qui alimente Bruxelles en eau, ce qui lui confère de multiples usages : siège, lieu de rencontre et de jeu, ou encore table à langer. Helen et Nathan ont également envisagé un système de récupération et d'infiltration de l'eau, conformément aux stratégies environnementales. Cependant, malgré des mois de dialogue ouvert avec les autorités bruxelloises et un intérêt manifeste pour le projet, aucune décision concrète n'a encore été prise pour le mettre en œuvre.

Tussen februari en juni 2024 hebben de Brusselse architecten Helen Van de Vloet en Nathan Heindrichs, de oprichters van het bureau Specs, een residentie uitgevoerd rond de toegankelijkheid van drinkwater in de openbare ruimte in Brussel. Hoewel dit in onze moderne, westerse samenlevingen, waar water een integraal onderdeel is van het huiselijk comfort, vaak als vanzelfsprekend wordt beschouwd, blijft de toegang tot drinkwater en de beschikbaarheid ervan in de openbare ruimte een essentiële kwestie. Het wordt zelfs problematisch wanneer het wordt benaderd vanuit het perspectief van kwetsbare of dakloze bevolkingsgroepen, voor wie toegang tot drinkwater eerder een voorrecht is dan een grondrecht.

Met deze achtergrond hebben Helen en Nathan een historisch en iconografisch onderzoek uitgevoerd om licht te schijnen op de huidige toestand van de drinkwater fonteinen in Brussel. Door bestaande gegevens te verzamelen en aan te vullen met niet-geregistreerde fonteinen, hebben ze een nieuwe kaart opgesteld. Het onderzoek bracht hen er ook toe om de huidige staat van de fonteinen te documenteren, waarvan een groot aantal momenteel buiten gebruik is, een teken van het gebrek aan interesse in en het gebrekkige beheer van deze infrastructuur. Een andere opmerkelijke vaststelling is de systematische sluiting van de fonteinen tijdens de winterperiode, van 15 oktober tot 15 april, om te voorkomen dat de leidingen bevriezen door de toegang ertoe gedurende enkele maanden af te sluiten.

Tegelijkertijd blijkt uit historisch onderzoek naar de evolutie van deze fonteinen dat ze in het verleden echte knooppunten van het stadsleven waren, die tegelijkertijd dienst deden als drinkplaatsen, ontmoetingsplaatsen en sociale ruimtes. In de loop der tijd zijn ze (te) vaak gereduceerd tot erfgoedobjecten of omgevormd tot recreatieve voorzieningen, waardoor ze geleidelijk hun oorspronkelijke doel hebben verloren. Tegenwoordig zijn moderne fonteinen puur functioneel geworden en lijken ze steeds meer op elkaar, waardoor ze opgaan in het straatmeubilair en zowel aan zichtbaarheid als aan belang inboeten.

Tijdens hun residentie werkten Helen en Nathan aan een project dat de openbare fontein heroverweegt om aan de hedendaagse behoeften te voldoen. In samenwerking met de Brusselse autoriteiten bedachten ze een fontein die het hele jaar door toegankelijk zou zijn dankzij de integratie van adequate technologie om het risico op vorst te voorkomen. De fontein is niet langer alleen maar een eenvoudige kraan, maar wordt vergezeld door een massief gebeeldhouwd blok steen uit een steengroeve in Wallonië die Brussel van water voorziet. Het blok heeft meerdere functies: het dient als zitplaats, ontmoetings- en speelplaats, of zelfs als verschoontafel. Helen en Nathan hebben ook nagedacht over een systeem voor waterterugwinning en -infiltratie, in overeenstemming met de milieustrategieën. Ondanks maandenlange open dialoog met de Brusselse autoriteiten en een duidelijke interesse in het project, is er echter nog geen concrete beslissing genomen om het uit te voeren.
